Accuracy note: The Resource Stewardship Plan and CPW raptor guidance are not binding Sweetwater rules. Fishers Peak is a park-specific precedent. The finding that the Draft EIS package lacks a quantitative, route-specific evacuation-feasibility analysis is the Working Group's document review, not an agency quotation. Audubon's newsletter is identified as third-party advocacy. These distinctions are why the campaign asks for explicit, enforceable commitments.
